Two Performance-Related Bills Sent to President

Two pieces of legislation have passed Congress and will likely be signed by the President soon. The first, the Federal Agency Performance Act of 2024, embeds a current administrative best practice into law – agency annual strategic reviews. The second, the Government Service Delivery Improvement Act, requires OMB to designate a governmentwide lead official and each agency designate a lead official to improve service delivery, and adopts the framework of High Impact Service Providers into law.

This study analyzes the impact of merit-based appointments and bureaucratic autonomy on service delivery effectiveness, using longitudinal data from a panel of African countries. It finds that appointing bureaucrats based on merit improves governmental performance, even when public institutions and bureaucracies are weak.

Advancing Local Governance: A Systematic Review of Performance Management Systems

Maryland Schools Earn High Ranks on State Report Card

The new Maryland schools Superintendent Carey Wright critiqued the existing report card and appointed a task force to review it.. In April, she noted that a majority of schools received at least three starslast year, even though scores on state assessments show that just 23 percent of studentswere proficient in math and 47 percent of students were proficient in reading. One of the biggest questions forthe task force was whether to stop using a star rating system. The task force recommended instead using a “performance level” system.

This interesting nonprofit website aggregates social indicator data in interesting ways, and allows the user to explore hyperlocal data for 32,000 neighborhoods. It can be an interesting companion to the USAFacts.org website.

HHS has engaged staff from across the Department to develop and test an approach for evaluating initiatives that involve multiple divisions, address the needs of a diversity of communities, and include varied approaches. Their test case looks at Overdose Prevention initiatives.

Does Program Evaluation Make a Difference in Policy Spending?

This is an intriguing paper that examines the relationship between program evaluations and changes in policy spending in a series of Latin American cash transfer programs. The author examined 128 program evaluations of these programs and concludes, “I find zero relationship between research results and spending.”

House Bill to Modernize Data

The Modernizing Data Practices to Improve Government Act (H.R. 10151) cleared the House Oversight and Accountability Committee this past week. It is the companion piece to a Senate bill that was introduced in September. Under the bill, the CDO Council would be kept alive until 2031 and it addresses impediments to the adoption and interoperability of emerging data and AI technologies.

In addition to the Modernizing Data Practices bill, the Committee also approved sending H.R. 10132, the Federal Agency Performance Act, to the House Floor for action. This legislation builds upon the Government Performance and Results Act Modernization Act of 2010 to provide additional transparency and accountability mechanisms that improve performance and program outcomes of federal agencies. A companion bill has already been passed by the Senate.
